Actually the question is in the subject, is it possible to download this given lib and access it (without installing it into the system). This is due to the specifics of the server where the project is located and the "slow" reaction of the admins, and if it is possible to download the lib and keep it in the project, it would be amazing.

I haven't come across this issue before, so I'm asking for advice.

Found a solution. You need to download the "static build" from the off site and give the rights to ffmpeg ( chmod guo+x) and you can do without installing the package.
