Is it possible to do without a fuse in the equipment?
The tuner "receiver" stopped working, it does not even turn on and the LED does not shine.
I took it apart, and inside the fuse "glass like a small cone" turned black, which means it burned out.
Is it possible to connect contacts on the board that pass through a fuse without a fuse?
I turned the board over and tried to connect them with a screwdriver, but it closed.
Why is that? After all, a fuse is an ordinary conductor, like a screwdriver, it only breaks when overloaded ...

The fuse itself does not burn out (at least in 99% of cases). It burns out when some kind of "broken" or short circuit on the board. In your case, KZ. So, it was necessary to solder an ordinary incandescent lamp (about 60W) to the fuse terminals. If it does not light up (or blinks for a second), then everything is OK (at least there is no short circuit). If the lamp is on, it means there is a short circuit on the board. Without a lamp or a fuse, I highly do not recommend turning on the electronics in the network. Even better, if there is a multimeter with continuity ...
Is it possible to do without a reserve parachute when jumping? Yes, of course you can, but is it necessary?
Stop breaking the burned-out receiver and take it in for repair.
There's nothing inside that you can fix, you'll only make it worse.
The fuse burns out when something closes inside the device, the fuse disconnects the device from the mains so that as a result of the short circuit, your wires do not catch fire.
