It looks like they are trying to solemnly sell you an ATS device. The executive element of such an ATS device is a pair of large-large contactors that have large-large contacts.
The larger the contactor, the worse it is with the rationing of the switching time. And also, during the switching, the arc can burn, and it can burn for one half-cycle, that is, 10ms.
So that the contactors do not close when switching during the arc, a pause of 15-20 ms is set, so that everything is guaranteed to go out. Hence the lower switching time - 30 ms.
When switching power, it is not scary to lose 1 (one) half-cycle, this is 10 milliseconds. In order to guarantee not to fly away beyond this time, decent inventors of the UPS lay down almost three times the engineering reserve and say that they switch in 4
ms . It is suitable for switching the electric drives of the units from input to input (the starters of these units will not fall off in 30ms), but not for telecom.
