Is it possible to do localization with Arabic?

What's the deal with Arabic in yii2? it just has to be right to left. That is, is it easy to make everything work correctly for the user when switching the locale for Arabic, text input and information output

And what does yii have to do with it? Text direction is a matter of html and css.
