Is it possible to do a system restore from an image with new disk partition sizes?

Let's start from the very beginning. From the beginning of installing ubuntu on my laptop, when creating disk partitions, I allocated 16 GB to root , I thought this would be enough. But after half a year of using the system, it turned out that this was not so. I tried to reduce the size of swap -a to allocate its place under root , but this requires unmounting all partitions that are above swap -a, which, in theory, is better not to do, since the /home partition goes further .
Question. Is it possible to somehow backup the system so that it can be restored on partitions with a larger size, and how to do this (backup / restore)?
