Is it possible to disable SQL commands in phpmyadmin?

Here is the database on phpmyadmin. Whether it is possible to register somewhere a config or the rule forbidding to process request TRUNCATE or DROP for example?
Creating a user without rights to TRUNCATE and DROP is not offered.
Whether interests it is possible to make the rule or a config such?

Is it in phpMyAdmin? What's the point? Or do you have attackers only through phpMyAdmin can work with MySQL? Then just make the necessary changes in the phpMyAdmin code, it is all open and can be edited without problems, not on all hostings, but on many.
