This time I wanted to know if it is possible to prevent the browser in Windows 7 (chrome, mozilla, whatever) from playing video in Full HD or HD, or write something in Mikrotik.
The channel in the office is not very big. Sometimes employees sit without a fawn in YouTube and watch in full hd.

set up shaping in Mikrotik, let everyone have their own piece of the channel and watch at least 4k in it.

I would put a ban on the pool of addresses in general to contact YouTube. Or, as Tsimur_S wrote, limit the bandwidth for the pool.
