Is it possible to develop under Bitrix without a license?

I started studying Bitrix, I plan to develop my own functionality. On the SiteUpdate page, there is this message
"The update system allows you to update the core, modules and language files of the product to the latest version. In addition, it allows you to register a copy of the product if it is not already registered, and download the sources for the registered version."
I have a trial version. Those. It turns out that I will not be able to work with the source code until I buy a license? I work with the version Site Management-start. In the meantime, I wanted to fully cut for Bitrix on a local server, and purchase a license only when I upload it all to production.
How to be here in such a situation? Or is it just to buy now? I am not much afraid that in the work I will encounter difficulties in the form of limitations of the engine itself and I will have to change the platform, so I wanted to start without a license.

Feel free to develop until the 30 day period expires. Then either look for how to tweak the counter, or reinstall the kernel and get a new demo key.
Of the source codes, only a few files inside the kernel (like include.php of the main module) will be inaccessible to you, everything else is available for reading and studying.

If you need to first develop the site, and then buy licenses at startup, then the answer is - you can.
Bitrix will not send you anything or threaten you.
If, purely by chance, you did not manage to make a website within 30 days and the license ended, then, it seems, a message about an imminent blocking will hang for another 2 weeks. And then the site will stop working.
