On the tablet there are environments in which you can code on Swift - for example Playgrounds
but this is only and exclusively for learning.
iPad is enough to parse examples from textbooks on Swift.
you can't create an application there.
I suspect the background to your question is that you want to buy an iPad instead of a MacBook.
