Get PHAsset of video using video url or using video?

How do I get the PHAsset of a captured video using its URL, or perhaps get the PHAsset immediately after the video has been captured? Is it even possible? I know I can get a video using PHAsset, but can I get a PHAsset using a video or its URL?
