You can, if you are satisfied with writing in HTML5 + JS + CSS3. For example, using PhoneGap .
You can definitely design. All you need here is "photoshop" and an understanding of the specifics of interfaces for iOS. Neither one nor the other is tied to the poppy. But developing native applications without a poppy will not work. The alternative is hackintosh, but that's another story.
You don't need a Mac for iOS development - you need OS X. And a hackintosh is optional here, it is not very demanding on resources and works great under VMWare (unfortunately, it slows down in VirtualBox). Verified personally.
True, I just dabbled, and I don’t have a physical iPhone / iPad, so I wrote in Xcode under the emulator. But I heard from other people that they deployed from under the virtual machine to the device, and uploaded it to the AppStore (although this requires a developer license - $100 per year).
