It is even necessary, but you need to be sure that there are no ransomware viruses on your computer that could store keys there.
Windows has a standard Disk Cleanup utility. Use it and don't try to remove something you're not sure about. Although in this case the C:\Windows\Temp folder can be cleared.
You can, of course, clean the Temp folder from time to time. But I use it myself and suggest to others another way - to redirect it to the user partition D. This is good not only because the size of D is (usually) much larger, but also because the size of the system backup image and the time it takes to make it are reduced.
Since the Temp folder is not the only one on the system partition, it makes sense to transfer the "Temporary Internet Files" folder to D along with it.
Usually, after successful authorization, some identifier is written in cookies (for example, user ID, e-mail). When you logout, the cookie is cleared. Accordingly, to check the "authorization" of the user, you need to check for the presence of a cookie.
This is very general. Cookies still need to be carefully protected / hashed / encrypted. It is better to use ready-made components or libraries.
