Is it possible to customize the site using css?

There is a site, all elements and buttons located under FHD (1920x1080). After that, will it be possible to make adaptation to different screen sizes? Will it be necessary to use media queries?

The thing is that the site is made on this plugin.

I would like to screw the bootstrap, but I do not think that this can be done.

will have, of course, to revise the entire structure of the site. There will be styling overlay, but you can always override this or that attribute.
Remember the CSS rule that the attributes that are read last will be applied (or !important; will always help).
The bootstrap can be stretched, but it would be more correct to initially make up using the bootstrap, and then screw on plugins and decorators.
