Is it possible to customize the encoding when merging CSS files?
There is a rather old site in Windows-1251 encoding. Recently, the server switched to PHP7, everything was set up, but the layout deteriorated, some styles in CSS, as if, simply ceased to be noticed. Unchecking the "Combine CSS files" checkbox in the main module settings helped fix the problem, but this increased the page load time. There is a suspicion that when combining files, Bitrix creates a CSS file in the wrong encoding (UTF-8). Is it configured somewhere?

there is no such thing as "a file in the wrong encoding", sometimes the information in the file is in the wrong encoding,
see the settings in php.ini, perhaps the encoding is not specified there.
and infa in the files that are combined must be in the desired encoding.
