Is it possible to create Ruby on Rails + Ruby motion mobile apps?

I realized that it is impossible to create a kivy + django mobile application, but can I create a mobile application using Ruby on Rails + Ruby motion?

For android applications, there is Java .. or Kotlin ..
it is possible in other languages, but the same speed and flexibility will not work ..
