Hey! Actually the question is in the title.
Interested in whether it is possible to write a simple To-Do for Windows, but with a "normal" UI? Or is C# our everything?
I would like to kill two birds with one stone, make a program for Android and Windows

Very good applications and development tools are written in Java and Kotlin, such as intelliJ IDEA. And for interfaces use Swing.
