Is it possible to create a network analogue of the All Users profile?

I would like to have an initial profile on the network for all PCs on the network. So that when creating a new user profile, it already had the necessary initial settings, files, etc. I understand that this can also be done through GPO, but this option is interesting.

This cannot be done legally by means of Microsoft.
When creating a reference image for WDS or SCCM, you can set the option to copy the settings of the current profile to the default one, but small things such as "Favorites" and shortcuts on the desktop will be copied.
Any other manipulation of the default profile by Microsoft is not supported and is done at your own risk.
For example, I practiced with the USMT settings transfer utility - I copied the settings to the default_ profile, then renamed it to default, opened the registry file and rules, all absolute links to the profile. It worked.
