Is it possible to create a fake SMS to a short number from a phone?

Good day. A situation arose when you need to pretend that the phone's SMS was sent to a short number. But ideally, it doesn't go anywhere. A check mark appears that the SMS has been sent, but it has not gone anywhere.

Only a low-level programmer on your phone's OS can do this. Windows Phone and iOS will not allow this to be done, with Android, it will probably work out.
