Is it possible to correct the iphone application (ipa file)?

Good afternoon!
There is an ipa file of one program on the iphone, the program was removed from the appstore a long time ago and the developer stopped supporting it.
Program - all_budget (accounting for income / expenses).
My question is: can I somehow make changes to the program myself (correct the text, the location of the windows) and then install the new "version" on the iphone?
Just with the transition to new ios (the application was developed under ios 6), some functions were no longer displayed correctly, such as drop-down lists.
