Is it possible to convert text from WIN1251 to KOI8-R?

I'm a little noob who's honestly trying to figure things out.

Through Notepad++ I create an empty file in KOI8-R encoding. You need to insert into it the text created in the file with WIN1251 encoding. As far as I understand, you need to convert the text to KOI8-R so that it opens without bugs in a new file. How can I do that?
