Is it possible to connect to the Internet in this situation (photo)?

Actually, the situation is as follows: Rostelecom refuses to connect via FTTx with the wording "no pair". At the same time, for the sake of interest, having opened a box in the entrance (yes, all sorts of people climb here, but I fully understand that by opening it a little I won’t create problems for anyone) I see the following picture:

Actually, in my inexperienced opinion, it seems that three more subscribers can be connected to the right panel. Is it so?
(I'm sorry if the provider's open box hurts someone's feelings. I'm ashamed myself. But I want the Internet.)

The presence of free pairs does not mean that:
1. The pairs are good
2. There are free ports on the switch.
