Is it possible to connect to openvpn server without using openvpn client?

Sorry for the stupid question, but the idea is this: there is a raised openvpn server, is it possible to connect to it without using the openvpn program on the gui device itself?

openvpn --config /path/to/your/config/sample.ovpn
