Is it possible to connect to display an image from a PC to a TV using an IPTV set-top box?

Provider Rossitelecom.
provider → my tplink router → ip set-top box from Rostelecom.
In general, I want the image from the PC to go to the TV.
How can I do that?
It would be cool if you could add an additional channel (call the PC and it was switched by the remote control).
But to me at least somehow the main thing is that it works.

Most likely it won't work.
The set-top box downloads the list of channels (playlist) from the server, just as far as I imagine the logic of its work, it also downloads almost all content (it's not about the multicast traffic itself, but about the menu, icons, previews and tyda) also downloads from the server.
Wedged into this closed infrastructure is difficult and not guaranteed. Try looking for another way to deliver the picture (Chromecast, AppleTV or "Chinese" counterparts)

You are wrong. Your router is not involved in the operation of IPTV - it is simply flashed (ignored) with a separate channel from Rostelecom.
