Is it possible to connect to a router that has a dynamic ip from an ISP?

Hello gentlemen.
Is it possible to connect to a router that has a dynamic ip from an ISP ???
The task is to have a modem (router) DSL-2500U, it raises PPPoE with the provider, receives a dynamic IP from the provider, for example:
178.35.18.223 After all, even though the IP is dynamic, but at the time of the connection it is mine and does not change until the disconnect.
It turns out the provider beats off all connection attempts to this IP or what?

Go to the internet.yandex.ru page and compare the IP address that the page will show and the one that is visible in the router as external. This way you can find out if your IP address is “white”. If yes, then you need to look at the router, if the address is different, then either decide with the provider, or it won’t work.

Surely the ports are open? And yes, make sure of his "whiteness"
