Is it possible to configure DHCP and statics at the same time on Windows Sever 2019?

For example: if the device is simply connected to the network, it is given one range 192.168.2.0/24 and there is no access to domain resources.

If the device is added to the domain controller, then a static ip address is assigned from the network 192.168.1.0/24

In principle, this can be done through the definition of vlan with 802.11x authorization on the equipment. But for this you need a fairly serious infrastructure, including network equipment with support for all the necessary features, a radius server, and most likely pki.

A static address is assigned on the device. The server does not participate in this process, in any way.

In theory, such things should be solved by the Network Policy Server on the microsoftware, especially if you have Windows AD. In any case, I saw this in the manual for it, but in practice I did not see that it was deployed somewhere. In general, in your case, I would assign a DHCP range of .2.0/24 and assign statics on the same DHCP server by the MAC address of the device, but if suddenly the device turns out to be configured with .1.0/24 statics, you can have problems.

Yes, you can. We need switches with support for 802.1x authorization, setting it up through an NPS server and distributing it to different vilans depending on its status.
Passed authorization, got into the main VLAN with a separate DHCP crowd, did not pass - got into a failover VLAN.
