Is it possible to change the size and location when starting any program using a batch file?
And of course hide the X buttons

If only the developers of the program foresaw it.

By default, there is no such functionality in batch files.
But some of the wishes can be done using the third-party nircmd utility. The corresponding calls to nircmd can be stuffed into a batch file.
You won't be able to hide the buttons this way.
