Is it possible to catch the sound notifications of Android applications before the actual sound is output?

For example the English app (and others) wants to kick me with a sound. I want to catch this moment, and let's temporarily turn off the sound for notification, and immediately after it, turn it on. Or in general, somehow block this application from the notification sound.
Is this really possible on android? And get into the market with such functionality declared?
