Is it possible to buy a licensed distribution of OS X Server (without hardware)?

There is a task to automate the assembly of applications for mobile phones.
Everything is fine for android, but for IOS you can only build from OS X.
Therefore, I want to run OS X Server (or regular OS X) on KVM on the server so that the builder can go there via ssh and build the project there.
I don't want to violate the license. As far as I know, Apple does not sell operating systems separately, and you can only buy with hardware. But suddenly...

It's not clear how continuous integration is released for the IOS platform, when the only option for automatic builds is to keep the mac mini always on at the office. It's kind of crooked, isn't it?
