Is it possible to build Google apps using the API?

Hello.
Actually a subject. Is it possible to create Google Firebase apps using the API?
Ie what it represents:
1. The user logs in using Google (oauth).
2. Then we get a token.
3. And already under this token we can create applications, get a list of applications, and also get information about them (for example, in the case of Cloud Messages, get SenderID and Legacy Key).
