What is the legal minimum age to use Google services?
The "Google Terms of Service" says:
2.3. You may not use the Services and may not accept the Terms if (a) you are under the legal age for entering into a legally binding contract with Google, or (b) you are a person who, under the laws of the United States of America or any any other state, including the state of which you are a resident or from whose territory you use the Service, the use/obtainment of such Services is prohibited.
Hence the question - starting from what age, according to Russian law, a citizen has the right to conclude contracts? Lawyers, please advise.
Sub-question - what other restrictions are there besides the known restrictions on adult content? For example, earlier it was impossible to create an account in ICQ if the age is less than 13 years.

As far as I know, in Russia the conclusion of employment contracts is possible from the age of 15 with various restrictions. But I think an article about capacity is more suitable here .
has the right to enter into a legally binding contract with Google
Depending on the contract, but in general from 18 years of age. There are many exceptions, such as work contracts from the age of 15 or marriage contracts from the age of 16, but unless specifically agreed upon, these contracts will be voidable.
