Is it possible to "bind" the audio output of a specific application to a specific jack?

I have already asked a similar question before, but now I want to know if it is even possible to do this programmatically?
If possible, please tell me where to look at all.
My idea is something like this: get a list of applications, select an application, "redirect" sound output to a specific output device.
I am new to programming, but the desire to learn, of course, is present!
