Is it possible to bind a DynDNS domain to an android smartphone through a client application?

The idea came up that you can run the Apache server on a smartphone, release it to the network through a mobile operator, and, perhaps, somehow bind it to a dedicated free third-level domain name through client software. Is it possible to do this? If so, maybe someone saw the instructions and, most importantly, the software for this on android?

1) without root, do not raise on port 80.
So, even in your locale you will go to urls with: 8080 after the domain name
2) I don’t know opsos that would give a gray ip . All through sock proxies.
So dindns doesn't make sense.
