Creating an android application builder, where to start?

It is necessary to write something like ide for windows (loudly said, but there is no point in going into details). The difficulty is this, you need to build an apk file from an already finished project. The necessary structure is observed, it remains easy to assemble it, but how? gradle? What are the options, given that it is necessary to build inside my application (the option to copy in Android Studio will not work). Everything is complicated by my little experience, I don’t even know in which direction I should google. Can anyone give practical advice, suggest what exactly I should study here, or maybe there is a ready-made solution to the problem?
