Is it possible to become a developer after "information security"?

When I chose the path of a programmer as my destiny, I clearly decided for myself that I want to be a developer in IT. And now that I've finished school and I'm faced with the choice of a university, it seems to me that the best direction to become a Dev is software engineering. I like the PI programs at the Higher School of Economics and Moscow State Technical University, but unfortunately I was a little unlucky with my brains and I only have enough points for MAI and MIREA in this direction, their programs do not suit me very much. But besides these universities, there is also the Russian State University, where I can enter the "information and analytical security systems" and I seem to like their program. But I am tormented by doubts, it seems to me that in information security I will spend time on unnecessary disciplines and get only basic knowledge of programming. Please tell the green beginner how best to proceed: choose the right direction, but with the program, which I do not really like or information security with more or less satisfactory training? And will I be able to go into development with the education of information security?

A friend of mine is studying IS, the difference from my specialty, where only programming is minimal, in addition they learn to protect the system, which is very useful in modern realities.

For 4 years of study in the specialty "Informatics and Computer Engineering" I needed only 1/10 disciplines for programming. The rest were purely for broadening horizons.
And will I be able to go into development with the education of information security?

The main thing is your projects that you have developed. If you have a diploma from a top university, but there are no ready-made projects, you will hardly be hired by the company you want.

Two colleagues studied at IB, responded negatively - according to them, the specialty has a very weak relation to programming.
