Is it possible to become a certificate authority for an SSL issue?

Where can I find information about the legal and technical details of obtaining the right to issue cryptographic certificates signed by one of the root certificates? Those. GlobalSign once offered us a subCA service. You pay a subscriber, it's quite expensive, you get a personal account in which you can issue N certificates according to your own understanding.
And just to get a subCA certificate - well, I don’t know, it’s probably possible, but not every office can handle it.
