Is it possible to automatically generate newsletters from news?

Does the distribution system in Bitrix not automatically distribute new (just created) infoblock records? So that, for example, when adding news, an issue with this news is automatically created. Or just the code in the record save event?

If there is a "Subscription and mailing list" module, it can do this out of the box.
