Is it possible, when creating a new user in AD, by registering mail for him, to immediately have it in Exchange, and choose the base based on the user's room?

No. Just write a script that starts every hour, let's say.
* Checks AD for new users
* Checks the mail attribute and if it exists - creates a mailbox, selects the base based on another attribute

I used Zohno Z-Hire for this. It allows you to create a mailbox, a lync account using templates, include it in the necessary groups, set the necessary attributes in AD, etc... It's paid, but there is a trial that can be fully used for a month from this instance of the OS. If new users are given freshly uploaded laptops, you can sit on the eternal trial without any problems.
