Is it possible to arrange sheet tabs in excel in 2 rows?

When there are a lot of sheets in an Excel document, horizontal scrolling appears, and it is extremely inconvenient to look for something. Is it possible to display them in 2 rows?
For clarity, I made a screen of these sheets :)

Do not make many sheets. To do this, you just need to change the structure of information.
For example, you can divide the tabs into groups according to their meaning, and put each group in a separate book. Logically, there should not be a situation where you need to search through all the books, although this is not that difficult. By the way, this will just be 2 rows, one of which is the taskbar with books.
In general, if you have hundreds of similar tabs like Ivanov, Petrov, Sidorov, then you need to change something in the structure. Drive these names into one table or something like that. In extreme cases, if the task is very complex, you can switch to working with the database, but this is a different story.
