Is it possible to always take 1st place in yandex for a certain query?

At the moment, for some keywords, the site takes 2-5 places in yandex. Is it possible to make the site always take the first place for these queries? Or is this impossible - and the positions will always "float" up and down?

Very much depends on the request and the competition on it. In the general case - always take 1st place will not work. You can take some steps to maximize your position with the current ranking algorithm. But you need to understand that:
1) the SEOs of other sites are doing the same
2) the ranking algorithm changes regularly
In general, if the request is competitive, then maintaining the site in the top 5 is a constant, often not cheap activity. If the request is low frequency - everything can be easier :)
