Adding by ID to the "computers and contacts" tab is not difficult, but how to add a local IP address to connect via LAN?

It is forbidden. TeamViewe is an online service located on the Internet. Gives the user an ID and the second user the ability to connect using that ID.
If you want local addressing, use LAN services: Radmin, VNC (any vendor), LiteManager, DmWare, etc.
PS: the address book is provided just for recording computers by ID.
