Is it possible to add chapter marks to videos in FFMPEG? Or in some other command line utility?

Hello everyone :) I would like to know if it is possible to add chapter marks to the video using FFMPEG, and if so, how? In the existing video, or how - it does not matter; according to the timecodes I have - no matter in what form - I will bring it to any desired one. At least just one label to add (divided into two chapters). I know that only MKV is supported, it seems. I just googled all day, I can’t really find anything, really ffmpeg can’t?
If ffmpeg is not able to do this, then what other utility can you recommend for this purpose through the command line?
