Is it possible to access downloaded browser files through the chrome extension?

I'm making a plugin for the chrome browser, and I ran into this problem: can I access the last downloaded file?
I found the section https://developers.chrome.com/apps/fileSystem in the docks - but as I understand it, I need to know the path, But here's the whole point, the path may differ, and it would be convenient to address the browser section " downloaded" rather than being tied to a permanent path.
