Is it possible to accept a donation (donat) for a written program?

Let's say I wrote a program (library), I want to put it on a site with the ability to transfer (donate) a small amount (for example, through Yandex.Money).
I do not expect any big money, since the work is very far from being completed, but if someone becomes interested and offers help, I will not refuse.
Do not register an individual entrepreneur if there is no possibility (and so far) of the desire to sell?
I understand intellectually that in modern conditions - hunting for the self-employed, blocking from 1000 - this is most likely illegal, but maybe I'm still wrong?
It's kind of sad for us. For example, in the same Europe (and the USA), as far as I know, this is much easier.

Get a tangible donation first. And then think about how to work in white. For a year of free work of the SaaS service, I was donated 100 rubles once. Attendance was about 90 people per day. And hosting costs 500 rubles per month.

In principle, I do not see any fundamental obstacles in declaring this income and paying 13% income tax on time.
And so - it is possible for the self-employed to register and pay 4% of such income (implying donations from individuals).
p / s / and in the states - yes, it's easier: from all income - ~ 50% of the base income rate and a 100-150-page document on deductions. The lazy one will give 50%, the rest will reduce the tax to 10..15%, unfastening the fee for the correct deductions to the loer ...
