Is it possible now to find a C tool like the "C-Service" that was promoted in 1992?

In "Journal of Dr. Dobb" #1'1992 (on page 25, if you're interested) there is an advertisement for "S-Service", a "shell for C programmers" from the Semigor enterprise. It was announced: "means of fixing language errors directly on the spot and at the moment of occurrence", "means of visual identification of the logical structure of the project", "means of automatic file dispatch" ("forget about files and you will find yourself in the land of objects and functions"), etc. . -- in general, everything that makes the programming process as easy as possible.
Now the question is: is it possible to find this "S-Service" or the closest development to it?
Or is this ad from the category of BolgenOS?

You can find a similar one - any modern IDE can do it.
