Is it possible in MacOs to create a Launchpad shortcut to open a web page?

Background: on an iPhone, you can make any Safari address an icon on the home screen. This will open the browser. I have such "applications" under the web on ajax the whole screen.
Can you do the same for Launchpad on macOS?
Please tell me development tools, ready-made products that allow you to make shortcuts for web pages in the form of applications without bothering much with xcode and certificates?

For the launchpad, I don’t know, but on the dashboard you can stir up wbclip (if the window is small).
You can make a shortcut on the desktop.
Well, for some sites I use fluidapp.com and get a separate "app".

It seems that you can make *.app in the Automator...
And what do you put in it - but at least the hell of a bald one.
