Is it possible in Analytics to delay sending a "custom parameter" by User-ID?

Is it possible within Google Analytics to mark the user with a unique User-ID (based on authorization data, for example) and, some time after the user visits the page, send a "User Parameter" for this User-ID?
I read the documentation, but I didn’t find anything like that, maybe somewhere in the API you need to look more carefully?

Since in most cases the data is sent via JS (from the user's browser), it is unlikely to be guaranteed to send a hit delayed (in a few hours). Since the user is unlikely to be at this time on your site.
It is only possible to store user data (for example, its ClientID, UserID and variables necessary for sending to GA) in a database on your server, and then send it later via the Measurement Protocol. From your server to the GA server.
