Is it possible for Cloudflare to block IP when accessing a specific location?

It would be necessary to make such a rule that, for example, to the main page, the limit is 10 requests within 60 seconds for 1 ip address. If it is violated, then the IP flies into the block for 2 hours.
I think it would be effective.

Now let's imagine a situation. Multi-apartment bee house - 500-1000 apartments. Let's say only Rostelecom is allowed there (crap is clear). We have a bunch of apartments connected to the same provider and accessing the Internet with the same external IP ... they will not be able to reach the site, because. IP will fly into a ban ...
