Is it permissible to leave a piece of twisted pair cable not connected to the end device?

A simple question, I know that there should always be a device connected at the end of the coaxial cable or a plug at the end, in the case of twisted pair, is this requirement necessary or can the cables from the router be left unconnected at the ends?

twisted pair connects 2 nodes only, unlike coaxial cable. no plugs are needed.
