Is it permissible to hang an advertising banner in a new application immediately upon launch?

What is the best strategy in this matter? Wait some time and then place an advertising banner? Should I take care of the technical part already at launch, or do everything later during the upgrade?

It is not forbidden by the rules to hang an advertising banner in a new application immediately upon launch.
Everything else is up to you.

If I, as a user, are first shown a banner, with a 99% probability I will click back to go to Google Play and tear down such an application with an angry review.
