Is it normal that the customer indirectly always wants to keep the contract open?

Hello everyone
Have worked with him a few times now and I got the impression that he always wants to keep the contract open.
An example, he gave a task, I did it and wrote back that it was ready. He is silent. Until I yank him myself and ask if everything is fine, he is usually silent. And constantly throws other tasks. If there are no tasks, it is silent, the contract does not close.
The payment is hourly, so it doesn’t matter, but doesn’t this contradict the upwork policy that I’m allegedly on a “permanent” contract with the customer?

If the tasks are regular enough and there is no downtime for more than 2 (or maybe 3) weeks, then such a "permanent" contract is even useful for your account.

everything is ok, it will only boost your rating after 3 months. The main thing is that there are no hangings (several contracts on pause for more than 90 days) - then the rating may start to fall
